The Economic Community of West African States (ECOWAS) has commissioned studies into the possible implications of Morocco joining the regional bloc. Morocco, a north African country, announced its intention to join the West African bloc on February 24, 2017. Morocco by virtue of its geographical location, can only be given observer status, but during the 51st Ordinary Session of the Authority of Heads of State and Government of the ECOWAS in Monrovia, Liberia, the ECOWAS ‘accepted in principle’ Morocco’s request to join the group, a move that surprised some ECOWAS watchers and has been causing consternation within the bloc. The Minister of Communications, Ursula Owusu Ekuful has asked the Broadband Communications Chamber (BBCC) to initiate public discussion on how to revamp the country’s five-year-old broadband policy to give proper direction to the digital Ghana agenda. The Minister gave the charge when the leadership of the BBCC, led by its Chairman Dr. Yaw Akoto and Chief Executive Gustav Tamakloe called on her to introduce the chamber formally. Government is embarking on national digitization drive dubbed “it’s digi-time in Ghana”, but the main ICT industry policies – the 2012 National Broadband Policy and Implementation Strategy and the Telecoms Policy do not appear to be relevant to the times. Industry players have pointed out that the broadband policy, for instance, does not capture Broadband Wireless Access (BWA) operations, Wireless Applications Services and other key emerging technologies, and it does not also address the issue of consolidations, which has started happening in the industry.

Oilwatch Africa network, an environmental non-governmental organisation, has called on governments of oil producing countries to desist from the exploration of fossil fuels and rather invest in renewable energy as an alternative. The total elimination of dog-transmitted human rabies by 2030 has been called for in a joint statement by the World Veterinary Association (WVA) and World Medical Association (WMA). The two organisations have joined forces to mark World Rabies Day on Thursday in collaboration with the “Rabies: Zero by 30 “campaign of Global Alliance for Rabies Control (GARC), according to its release. It said rabies claims the lives of an estimated 60,000 people each year, mainly affecting poorer people and children between the ages of five and 15. About 97 per cent of these deaths can be attributed to bites from dogs. But notifications and reporting of animal bites are generally not required in the countries in which these bites occur most commonly, leading to unreliable data on animal bites. Customers of DKM Micro-Finance Company Ltd in the Upper East Region who are yet to receive their deposits have appealed to President Nana Akufo-Addo to redeem his pledge of helping DKM customers to get back their investments, when campaigning prior to the 2016 elections. The victims, who made the call at a Press Conference organized in Bolgatanga on Wednesday, said the liquidator’s claims of settling about 92 per cent of customers was untrue. The Spokesperson for the Concerned Customers of DKM Micro-Finance Company Ltd, Mr Elias Ayinbila Apasiya, declared. Mr Apasiya, said there were still significant numbers of people whose names could not be found on the list provided and said whilst some customers had only received part payments of their deposits, others took part payments as low as 1 per cent of their deposits. Vice President Dr. Mahamudu Bawumia has reiterated Government’s commitment to strengthening bilateral relations with China. He said the Government would like to co-operate with its partners in the areas of agriculture, infrastructure, trade and culture, in order to accelerate socio-economic development. “Partnership with China is a win-win approach. We want the Chinese Government to encourage businessmen in China to come and set up businesses here, and also make the climate conducive in China for Ghanaian businesses,” he said. Dr. Bawumia said this when the Chinese Deputy Minister of Commerce, Mr. Qiam Keming, paid a courtesy call on him, at the Flagstaff House in Accra. “We have to prioritise what we do, for instance, the ‘One District, One Factory’, ‘One Village, One Dam,’ road construction and processing of agricultural produce are very important to this government, therefore, we will appreciate it if Chinese experts will partner with us to see them realised,” Dr Bawumia noted.

Mr Emmanuel Enos, the Director of Passports, has urged all persons who had applied for Ghanaian passports to kindly go to the various passport offices to check and collect their completed documents. He said there were over 10,000 processed passport booklets that had been left uncollected, of which the Ridge Passport Application Centre alone holds 4,000 of them. He said as a result of this challenge, authorities at the Passport Office had initiated moves to publish the names of such applicants in the national dailies. Mr Enos, who was addressing a press briefing in Accra to update reporters on passport acquisition processes, including the online application system, said it was worrying that many passport applicants who had their information partially captured for obvious reasons, failed to return to the Passport Office to complete those processes. The joint military/police taskforce set up to enforce the ban on illegal mining, to help save the environment, has been making good progress in its assigned task. It has so far arrested 362 suspected illegal miners including some Chinese and seized a number of mining equipment, among these are over 1,500 ‘chang fa’ and water pumping machines. Twenty-four (24) of those arrested have been convicted by the courts with some of them sentenced to fines ranging from GH¢1,080.00 to GH¢6,000.00, while others have been jailed – doing between four and 18 months. Mr Yaw Osafo-Maafo, the Senior Minister at the Presidency, on Wednesday, said the Government by an Executive Fiat, has declared a : “RED ALERT,” in all forms of illegal, unreported and unregulated fishing methods in Ghana. He said the relevant law enforcement agencies were, therefore, enjoined to carry out the order to the letter. He has also called on the media to partner the Government and other stakeholders to fight illegal fishing, as in the case of illegal mining, to ensure sustainable development of the fishing industry. The Senior Minister was addressing a conference on Fisheries and Coastal Environment, held in Accra, on the general theme: “The Changing Marine Fisheries and Coasts: Challenges and Opportunity for Changing Mind”.
